The Social Development and Management Program is in line with the State policy to ensure environmental protection, community awareness and social responsibility in the utilization of mineral resources of the country. The Department of Environment and Natural Resources (DENR) Administrative Order 2010-21 (DAO 2010-21) Section 134, Chapter XIV provides that a Contractor/ Permit Holder/ Lessee shall assist in the development of the host and neighboring communities in accordance with its Social Development and Management Program (SDMP) to promote the general welfare of the inhabitants living therein.

SDMP is a comprehensive five-year plan of a Contractor/Permit Holder/Lessee authorized to conduct mining and milling operations that ensures the sustained improvement in the living standards of the host and neighboring communities by creating responsible, self-reliant and resources-based communities capable of developing and implementing activities in a manner consistent with the principle of people empowerment. The program is also a tool for the development and implementation of community program/activities in consultation and in partnership with the host and neighbouring communities. The host community refers to the people living in the barangay/s outside the mine camp, where the mining project is located while a neighboring community refers to the people living at barangay/s adjacent to the host community that will be affected by the mining operations.

In the Bicol Region, particularly in Barangay Palanog, Camalig, Albay the Ibalong Resources and Development Corporation (IRDC) takes pride in the accomplishment of their three (3) 5-year SDMPs covering calendar years 2002-2006; 2007-2011 and 2012-2016.

IRDC started its implementation of its SDMP in 2002 parallel to the start of its commercial operation. The total expenditures of SDMP budget of the company for 2002 to 2016 amounted to Php25,745,699.22 spread among five (5) projects in Municipalities of Camalig and Guinobatan specifically in Barangays Palanog, Miti, Bariw, Tagaytay, Mauraro and Quibongbongan, respectively.

The 1st Phase of SDMP was implemented from 2002 to 2006, the 2nd Phase SDMP started last 2007 to 2011, and the 3rd Phase was implemented last 2012 to 2016.

Under SDMP CY 2002-2016, the completed projects were: Support to infrastructure, Access to Health Services, Educational Support, Livelihood Training, and Protection of Socio-Cultural values for the benefit of all residents of Barangays Palanog, Miti, Bariw, Tagaytay Municipality of Camalig and Mauraro and Quibongbongan, Municipality of Guinobatan, Albay.
