LEGAZPI CITY – Regional Director Guillermo A. Molina, Jr. IV of the Mines and Geosciences Bureau Regional Office No. V (MGB RO-V) has issued on February 21, 2019 a Cease and Desist Order (CDO) to illegal miners in Barangays San Vicente, Tinambac Camarines Sur.

This stems from the recommendation of the Investigating Team headed by Engr. Shiela Solomon, Engineer II of MGB RO-V after its investigation last February 13, 2019 on the alleged illegal mining activity in a certain property inside the Siruma White Clay Mineral Reservation.

During the investigation, the Team found two (2) stockpiles of white clay and one (1) backhoe in the area. It was further verified in an interview with Mr. Joseph de Castro that the backhoe was utilized for test pitting purposes.

The illegal mining activity has been conducted in a Mineral Reservation covered by the proclamation which “reserved” the area for future mining exploration and exploitation and such area is established and set aside when the national interest so requires.

Siruma White Clay Mineral Reservation was proclaimed on May 31, 1956 in Proclamation No. 299 signed by the late President Ramon Magsaysay with a total area of 3,307 hectares covering the Municipalities of Tinambac and San Andres, Siruma, Camarines Sur.

The timely action of MGB RO-V is in pursuance of the mandate of the MGB as a vigilant steward of the country’s mineral resources consistent with the promotion of sustainable mineral resources development through responsible mining.
