In line with the State policy to ensure environmental protection and responsible mining in the utilization of mineral resources, the Mines and Geosciences Bureau Regional Office No.V continuously conducts performance review of mining operations in the Bicol Region through the Multi-Stakeholder Team (MST) in compliance with the Memorandum Circular no. 2013-93 of the Mines and Geosciences Bureau Director Leo L. Jasareno.

This is in pursuance of the provisions of Section 6 of the Department of Environment and Natural Resources Administrative Order no. 2012-07 dated September 10, 2012 - the Implementing Rules and Regulations of Executive Order no. 79 which aims to improve environmental mining standards and increase revenues to promote sustainable economic development and social growth, both at the national and local levels.

The creation of the MST ensures the compliance with environmental standards, laws, rules and regulations, and to rationalize the management and utilization of minerals toward sustainable development. The MST shall be undertaken every two years to assess the performance of the mining companies, compliance with other terms and conditions of the mining contract/permit and field validation, among others.
