The “Tsokolate at Pandesal” (TAP) - a breakfast meeting as initiated by the 9th Civil-Military Operations Battalion which is composed of different government agencies in the Region has rolled out a special project dubbed as “Serbisyo Caravan Para sa Masa” with the theme: Nagkakaisa para sa Pagbabago at Pag-uunlad held on September 20 and 21, 2017 to eight (8) barangays in the Town of Labo, Camarines Norte namely: Barangays Maot, Pag-Asa, Baay, Malaya, Exciban, Cabatuhan, Dumagmang and Macugon. These barangays were chosen due to high incidence of poverty, unemployment, child labor, illegal small-scale mining, drug cases and insurgency.
This inter-agency outreach aimed to assist communities and to bring government services more accessible to the public. The two-day activity offered medical-dental check-up, medicine distribution, livelihood grants, “Project Angel Tree” and “Project Shoe Box”, educational supplies, teaching aids, hygiene kits, feeding program, seeds distribution, TESDA training and scholarship grants, grooming and wellness program, NFA rolling store, training, advocacies and program orientation of the various government agencies under the TAP.
TAP is composed of the following government agencies in the Bicol Region: Mines and Geosciences Bureau Region V (MGB R.O.-V), Department of Labor and Employment -V (DOLE-V), Department of Agriculture - V (DA-V), Department of Agrarian Reform – V (DAR-V), Department of Education – V (DepEd-V), Commission on Higher Education -V (CHED-V), Department of Social Welfare and Development- V (DSWD-V), Department of Public Works and Highways-V (DPWH-V), Department of Science and Technology -V (DOST-V), Technical Education and Skills Development Authority -V (TESDA-V), National Economic and Development Authority -V (NEDA-V), National Intelligence and Coordinating Agency -V (NICA-V), National Food Authority -V (NFA-V), Securities and Exchange Commission -V (SEC-V), Department of Environment and Natural Resources-V (DENR-V), Department of Trade and Industry -V (DTI-V), Department of Interior and Local Government -V (DILG-V), Cooperative Development Authority – V (CDA-V), Department of Health -V (DOH-V), Population Commission -V (PopCom-V), Philippine Institute of Volcanology and Seismology-V (PhilVocs-V), National Commission on Indigenous Peoples -V (NCIP-V), Philippine Charity Sweepstakes Office-V (PCSO-V), National Housing Authority-V (NHA-V), Philippine Drug Enforcement Agency-V (PDEA-V), Naval Forces Southern Luzon (NAVFORSOL), Provincial Government of Albay, Local Government of Labo, Camarines Norte and Provincial Police Office (CNPPO).
