The Social Development and Management Program is in line with the State policy to ensure environmental protection, community awareness and social responsibility in the utilization of mineral resources of the country; and consistent with the Department of Environment and Natural Resources (DENR) Administrative Order 2010-21 (DAO 2010-21) Section 134, Chapter XIV which provides that a Contractor/ Permit Holder/ Lessee shall assist in the development of the host and neighbouring communities in accordance with its Social Development and Management Program (SDMP) to promote the general welfare of the inhabitants living therein.
SDMP is a comprehensive five-year plan of a Contractor/Permit Holder/Lessee who is authorized to conduct mining and milling operations that ensures the sustained improvement in the living standards of the host and neighbouring communities by creating responsible, self-reliant and resources-based communities capable of developing and implementing activities in a manner consistent with the principle of people empowerment. The program is also a tool for the development and implementation of community program/activities in consultation and in partnership with the host and neighbouring communities. The host community refers to people living in the barangay/s outside the mine camp, where the mining project is located while a neighboring community refers to the people living at barangay/s adjacent to the host community of immediate areas which will be affected by the mining operations.
In the Bicol Region, particularly in Aroroy, Masbate the Filminera Resources Corporation/Philippine Gold Processing and Refining Corporation (FRC/PGPRC) take pride in their formulated and approved two (2) 5-year SDMPs covering calendar years 2009-2013 and 2014-2018.
FRC/PGPRC started the implementation of its SDMP in 2009 parallel to the start of its commercial operation. The total approved SDMP budget of the company for 2009 to 2018 amounted to Php796,482,111.00. A total of Php414,546,242.19 was spent for the implementation of the SDMP (IEC, DMTG and Community Development) of both companies from 2009 to 2016 to the eight (8) host barangays and the remaining 33 barangays of Aroroy, Masbate.
Maintaining good relationships with the surrounding and neighboring communities are handled by the Community Relations Office (ComRel) of FRC/PGPRC. During the pre-construction and construction stages of the project, Corporate Social Responsibility was implemented with a total spent amount of Php 50.5 Million.
The 1st Phase SDMP was implemented from 2009 to 2013, while the 2nd Phase SDMP started last 2014 and will end by 2018.
