In an effort to reach out stakeholders on the ground regarding dissemination of the revised Implementing Rules and Regulations of Republic Act no. 7076, otherwise known as the People’s Small Scale Mining Act of 1991, the Mines and Geosciences Bureau Regional Office No. V (MGB R.O. No. V) in cooperation with the Provincial Environment Management Office of Camarines Norte and the Local Government Unit of Benit, Labo, Camarines Norte conducted a two-day training / seminar to one hundred forty three (143) small scale miners and gold milling operators of Barangay Benit in Labo, Camarines Norte on April 6 and 7, 2017.
Technical personnel from the Mine Safety, Environment and Social Development Division and Mine Management Division who actively participated discussed topics on Basic Occupational Safety and Health – where basic safety procedures involving mechanical and electrical installations; Small Scale Mine Safety Rules and Regulations (Department Administrative Order 97-30); Hazard Identification; Mine Ventilation/ Escape Ways; Use of Rescue / Breathing Apparatus; Walk around training; Emergency Response Team and Emergency Procedure; Basic First Aid Training; Environmental Mitigating Measures; Solid Waste Management Program; Hazardous Waste Act; Geology of Camarines Norte (Paracale-Jose Panganiban) and its mineralization.
An open forum was held right after every lecture where small scale miners and gold milling operators eagerly participated.
The training emphasized the adoption of best practices in small scale industry particularly in underground mining that would enable the respestive small scale miners and operators to be equipped with the necessary skills and knowledge in preparation for the operation of the proposed establishment of Minahang Bayan in the Province.
